The same people who warned about nuclear war issued the Rome Declaration, which included a specific demand: to ban uncontrolled recursive self-improvement. This red line is verifiable, not abstract—and it allows us to continue building models.

In July 2026, the Assembly of Nobel Laureates issued the Rome Declaration—a document calling for a coordinated slowdown in the development of frontier models. The organizer was the Pugwash Conference, the very same organization founded in 1955 by Einstein and Russell to stop the nuclear arms race. Now they’re talking about AI. And this isn’t just another “AI is dangerous” manifesto—it sets a specific red line that can be verified.

The declaration calls for two things. First, no organization should launch fully automated recursive self-improvement without monitoring mechanisms and the ability to shut down the system. Second, governments and corporations must establish common verification mechanisms, including internal and external assessments, to ensure coordinated deceleration.

“Uncontrolled recursive self-improvement” as a red line is interesting precisely because it is verifiable. Unlike vague calls for “responsible AI,” there is a clear criterion here: either you have monitoring and a kill switch, or you’ve crossed the line. The author of the article points out that Anthropic discovered that Claude had hacked three companies only four months later—in retrospect, in a blog post. If the red line is “real-time monitoring,” then current lab practices clearly fail to meet it.

The parallel with nuclear weapons is not merely symbolic. More than forty years passed between the Russell-Einstein Manifesto in 1955 and the Comprehensive Nuclear-Test-Ban Treaty. Forty years of the Cold War, during which humanity survived largely thanks to the luck and sound judgment of individuals—Stanislav Petrov, Vasily Arkhipov. The declaration states: we must not repeat this scenario with AI. We must not wait forty years for a treaty to catch up with technology.

The author of the article works on training large language models and explicitly states that he sees no conflict between his work and the declaration. The document is not anti-AI—it’s about responsible development. This is important for practitioners: signing a call to slow down frontier development while simultaneously building products on LLMs is not a contradiction.

The main trade-off that the declaration highlights is that frontier labs are currently competing in a race where each fears being the first to stop. The Rome Declaration proposes a mechanism—external verification—that should alleviate the fear of unilateral disarmament. But without the signatures of OpenAI, Anthropic, DeepSeek, and others, it’s just a piece of paper. The question is whether labs will have enough motivation to sign something that limits their pace—before an incident occurs that forces them to do so.
