Austria’s State Secretary for Digitalization, Alexander Pröll, sent a letter to European Commission Executive Vice President Henne Wirkkunen proposing that the European Commission consider allowing Anthropic to establish operations within the EU. The company is the creator of one of the most powerful language models on the market—Claude.
The initiative was prompted by actions taken by the U.S. administration, which restricted foreign nationals’ access to Anthropic’s latest models. Although the block was subsequently lifted, the situation clearly demonstrated the vulnerability of European countries given their dependence on U.S. technology platforms.
According to Bloomberg, the European Union had already been in talks with the U.S. on this issue—even before the restrictions were lifted.

Pröll’s letter lists a specific set of conditions that the EU could offer Anthropic:
At the same time, the Austrian side emphasizes that Anthropic’s presence in Europe should not displace local developers. On the contrary, it should serve as a catalyst for attracting international talent, retaining investment, and shaping technological standards within the EU.
The initiative is part of the EU’s overall strategy to reduce its dependence on both American and Chinese technologies. At the same time, the U.S. has offered the European Union a partnership in the field of artificial intelligence—including to ensure the resilience of semiconductor supply chains amid growing global competition.
Thus, the battle to attract key AI companies is becoming one of the tools of broader technological geopolitics.
