DoorDash has become the latest major U.S. company to come under close scrutiny by Congress for experimenting with Chinese AI models. The delivery service’s co-founder publicly acknowledged that the company had tested Kimi K2.6 from the Chinese startup Moonshot AI — and that was enough for two House committees to request a full report by August 14 and for company representatives to appear in person at a briefing by August 21.
But the most interesting part of this story isn’t DoorDash. It’s the letter from the lawmakers themselves.
John Moolenar, chairman of the China Committee, and Andrew Garbarino, chairman of the Homeland Security Committee, acknowledge in their request what many in the industry have long known: American companies—from tech giants to startups—are adopting Chinese open-weight models because they offer competitive advantages, lower costs, greater customization, and an alternative to dependence on a handful of proprietary providers.
Next comes the key phrase: “These practical considerations do not eliminate the need for risk-based protective measures nor do they diminish national security concerns.”
In other words, lawmakers do not deny the economic logic. They understand it—and yet they’re still cracking down on it with the regulatory hammer. This is the crossroads engineering teams now face: Chinese models are genuinely cheaper and more flexible, but every time you deploy them in a production environment, you incur not only technical debt but also regulatory debt.
For practitioners, the message is simple: the window during which the use of Chinese open-weight models in American products remained a purely engineering decision is closing. Procurement processes, security reviews, and legal compliance are now becoming part of the architectural decision—whether you like it or not.
